Public-Private Partnerships Upstream Consultant

About the role

We are seeking a dynamic, proactive consultant to support the upstream activities of the Public-Private Partnerships (PPP) Unit within the IDB Group. The Upstream Consultant will help develop diagnostics, analytical tools and knowledge products that guide PPP implementation across Latin America and the Caribbean.

Key responsibilities

• Assist regional and country-level diagnostic exercises on PPP regulatory frameworks, investment cycles and project prioritisation.
• Provide technical assistance to borrowing countries, including reviews of PPP legislation, supervision and performance monitoring.
• Develop and manage PPP knowledge products, such as technical notes, monographs and research papers, for the PPP Network of Analysis and Best Practices.
• Conduct literature reviews, collect and systematise data, and perform statistical and econometric analyses to generate evidence and best‑practice recommendations.
• Prepare presentations, talking points and analytical inputs for senior management and external stakeholders.
• Support administrative tasks related to budgeting, activity reporting, event organisation and internal process monitoring.

Required profile

• Advanced degree in economics, public policy, engineering or a related field.
• Experience in infrastructure finance, PPP projects or development consulting in Latin America and the Caribbean.
• Strong analytical mindset with ability to synthesize complex information into clear recommendations.
