Program Manager for National Cybersecurity Operations Center

About the role

Sincerus Global Solutions is seeking an experienced Program Manager to lead a U.S. Department of State cooperative agreement that will design, build, operationalize, and sustain Argentina's national Cybersecurity Operations Center (SOC). The role is based in Buenos Aires and serves as the primary in‑country liaison with U.S. and Argentine stakeholders.

Key responsibilities

• Lead all four program phases – Assess, Build, Operationalize, and Sustain/Transition – ensuring scope, budget, and compliance are met.
• Coordinate with DOS Emerging Threats, the U.S. Embassy, Argentine ministries, CERT.ar, and critical infrastructure operators.
• Oversee financial management, burn rates, and reporting in line with 2 CFR 200 and State Department terms.
• Supervise multidisciplinary teams across assessments, policy, governance, technical architecture, and workforce development.

Required profile

• Proven experience managing complex donor‑funded, international development or cyber‑resilience programs.
• Demonstrated ability to lead multi‑stakeholder initiatives involving government, donors, and technical partners.
• Experience working in Argentina with local government institutions and U.S. cooperative agreements.
• Excellent written and verbal communication in Spanish and English.
