Lead, Regulatory Affairs – Americas

About the role

Amazon Leo is building a global low‑earth‑orbit satellite broadband network. The Lead, Regulatory Affairs – Americas will shape and execute regulatory strategies that enable service deployment across South America and the broader region, working closely with regulators, industry groups and internal teams.

Key responsibilities

• Identify and mitigate regulatory risks that could affect Amazon Leo’s service rollout in the Americas.
• Engage with national and regional telecommunications authorities, trade associations and multilateral bodies to influence NGSO, Ka‑band and other spectrum regulations.
• Contribute to the development of national, regional and ITU‑level policies affecting satellite communications and telecommunications service providers.
• Collaborate with Public Policy, Legal, Engineering, Operations and Business teams to align regulatory actions with Amazon Leo’s technical and commercial objectives.
• Maintain liaison with regulators and industry stakeholders, providing education on satellite and spectrum issues.

Required profile

• 5+ years of experience shaping regulatory frameworks for communications services, especially satellite or telecommunications networks.
• Bachelor’s degree in telecommunications, international relations, engineering or a related field.
• Demonstrated ability to manage complex regulatory issues and drive them to resolution.
• Fluent in English (spoken, written and read).
• Eligibility to obtain any required export licenses (EAR, ITAR) based on nationality and citizenship.

Required skills

• Regulatory policy analysis and development for NGSO satellite systems.
• Knowledge of Ka‑band and other satellite spectrum bands.
• Experience with ITU filings and international satellite communications regulations.
• Understanding of telecommunications service provider obligations (network security, foreign ownership, law‑enforcement intercept).
• Ability to interpret technical analyses and assess operational impact.
